Here’s a collection of all rogue-relevant changes in Patch 5.1, according to Blizz’s official patch notes, hotfix notes and other forms of official Blizzardy communication (forum posts, tweets, smoke signals, etc.). Everything in the list below is a direct quote, except for stuff in <angle brackets>, which is mine.
Below the main list is a date-ordered list of additions/changes that have been made to the official patch/hotfix notes at various points in the timeline of our existence on this planet. (You may also want to take a look at my informal and totally unconfirmed list of bugs and undocumented changes.)
- The cooldown of Blind has been reduced to 90 seconds, down from 3 minutes.
- The cooldown of Vanish has been reduced to 2 minutes (was 3 minutes).
- Various weapon procs will no longer sometimes prematurely break the Stealth provided by the Subterfuge talent. <added in 12/13 hotfix>
- The durations of all disarm effects have been reduced to 8 seconds.
- The energy cost of Kick has been reduced to 10 (was 15).
- The energy cost of the Burst of Speed talent has been reduced to 50 energy, down from 60 energy.
- Shuriken Toss now deals double damage when used against targets further than 10 yards away.
- Wound Poison now deals 33% more damage.
- Seal Fate will now only be activated by melee combo point generating abilities.
- The Dancing Steel <snip> enchantments now use the Real PPM system utilized by Windsong and Elemental Force. <Dancing Steel’s proc rate is 2 Real PPM, as noted by CM Daxxarri in November.>
- <A hotfix on 11/29 made it so that Dancing Steel, Windsong and other Real PPM procs can stack if we have the enchants on both our weapons.>
- The responsiveness of many abilities and effects has been improved, including <snip> Rogue Poisons, Revealing Strike <snip>. <Ghostcrawler explains “responsiveness” here.>
- Anticipation now generates the correct number of combo points when Crimson Tempest is used. <It formerly granted twice as many CPs as it was supposed to.>
- <The Raining Blood augment you can get from the Klaxxi in the Dread Wastes has been nerfed; it now stacks much less frequently. This isn’t in the official notes, but was confirmed by Ghostcrawler.>

Hotfix from 12/13 (posted 12/14):
- Various weapon procs will no longer sometimes prematurely break the Stealth provided by the Subterfuge talent.
Hotfix posted 12/5:
- Enchant Weapon: Elemental Force will no longer incorrectly activate from healing effects, and can only be triggered by damaging melee attacks or spells. <This should prevent rogues from being knocked out of stealth when the enchant procs while they’ve still got Recuperate rolling.>
Hotfixes from 11/29 (technically posted on 11/30, which I’m noting because I’ve probably got OCD):
- Enchantments using the Real PPM system will now generate two buffs simultaneously, rather than simply refreshing the duration of an existing effect. <For rogues, this affects both our Dancing Steel and Windsong enchants — and may buff them a bit as well.>
- Poisons will now continue to be applied normally while Shadow Blades is activated. <This corrects a bug introduced with the patch that appeared to make it so that poisons didn’t proc at all during Shadow Blades.>
Hotfix posted 11/28:
- Mutilate, Killing Spree, and Fan of Knives once again apply poisons correctly. <This pertains to a bug introduced with the patch; it was actually hotfixed a day earlier, just a few hours after the patch went live.>
Hotfixes posted 11/27:
- The cooldown of Vanish has been reduced to 2 minutes (was 3 minutes).
- Anticipation now generates the correct number of combo points when Crimson Tempest is used.
I thought the thing of most value to me here would be blind and vanish, however the change to kick is on par with that of the vanish change.
I find the changed combined with the pvp gloves to effectively let kick be free to be excellent and not at all gamebreaking at present with our current control levels. Burst of speed is still not good enough to be taken over prep or shadowstep though.
