Just over a week ago, the Vicious Talisman of Shado-Pan Assault — a PvE trinket purchased with Valor points — was nerfed, after many players expressed concerns (and Blizzard agreed) that it was too strong in PvP. The nerf reduced the strength of the trinket’s proc by 21.5%, in hopes of curbing the amount of burst damage it granted. (The same change was made to the Strength version of the trinket.)
But it didn’t take long for Blizzard to start to feel like the proc nerf might not be enough. So, as of a newly implemented hotfix, they’ve further reduced the value of the proc in PvP situations only — but they’ve doubled the proc’s length. The end result should be the same amount of damage, just more consistent and less bursty. The tooltip doesn’t appear to have been updated to match yet.

Vicious Talisman of the Shado-Pan Assault now grants a reduced bonus of 4400 to Agility, down from 8800 Agility, and the effect duration now lasts 40 seconds, up from 20 seconds when the effect is activated in PvP combat.

If you check your character sheet while in either Battlegrounds or Arena, you will see that the effect only applies 4400 Agility or Strength and the duration of the buff has been doubled.
This effectively halves the burst potential of the trinket and doubles its duration. This results in the damage being much easier to heal, but lasts a longer amount of time. So this isn’t actually a bug, it’s an intended change, the tooltip for the buff just isn’t updated yet.
Don’t forget that in 5.3, this trinket will also be getting scaled back to iLevel 496. This means that the stat proc will be getting lowered with the reduced iLevel and then halved as well when inside Battlegrounds and Arena. So in 5.3, the affect of this trinket will be diminished even further.
[T]he value of the stat proc in 5.3 will be approximately 3454, with Superluminal lasting 40 seconds and Surge of Strength lasting 30 seconds. This number is almost 1000 less than the current proc amount after the hotfix, and only slightly higher than the number you mentioned.
So after the 5.3 patch and even now, the damage bonus provided by these trinkets is much more manageable than what it was previously, but it simply lasts longer.
